There is General Guidelines to follow while desining the staircase- the respective dimensions of tread and riser for all the parallel steps should be the same in consecutive floor of a building. The minimum vertical headroom above any step should be 2 m. Generally, the number of risers or step in a flight should be restricted to twelve. The minimum width of stair should be 3.5 feet. In public building, cinema halls etc., large widths of the stair should be provided. Also angle of inclination is not more than 40 degree to horizontal.

Hence there are 17 stairs or steps or riser for 9 feet height of staircase. Mathematical calculation such as 1) no. of riser or steps or stairs in 9 feet height of staircase or ceiling = 9 ×12÷ 7 = 15.42, rounding it near to 15, 2) no. of riser in a flight = 15 ÷2 = 7.5 rounding it 8, 3) no of tread = 8_1 = 7, 4) total run = 7 × 12″ = 84″ and 5) staircase length = 84″ + 48″ = 132″ or 11 feet.
