It is Load bearing structure resist the load acting By wall and incoming load from superstructure, evenly distributed all the coming load to the foundation it can also prevent the column support from buckling.

What is Plinth beam?:– The plinth beam is made of reinforced concrete beam built between the wall for connecting all the column and its foundation. It is provided to prevent the extension or cracking of the foundation cracks in the wall and buckling of column above. It evenly distribute the load from the wall to the foundation.
Ground level used to refer level of building that is at Street/ ground level or road and natural ground level is level of ground where any Earth excavation or filling has been carried out and height of natural ground level is measured from mean sea level.
What is plinth level?:- this is level above natural ground level where soil filling and levelling of building construction has been carried out. At plinth level plinth beam is provided for connecting all the column support and its Foundation.
Plinth level height:- Plinth level height refer to distance between top of soil filling and leveled of Earth surface from natural ground level. Generally it is kept as 1 feet to 2 feet (300mm to 600mm) height from ground level.
Standard height of plinth level is about 1.5feet (450mm) high from ground level for residential building and about 2feet (600mm) standard height taken for commercial building.

When we start our project for building construction first we make Earth excavation after providing Foundation footing and column support, above the natural ground surface we fill the soil and leveling all the surface after levelling you provide plinth beam. There is a choice of taking plinth beam height from ground level either it will be taken as 1.5 feet or 2 feet, it all depends on Mother Earth condition where will live and up and down elevated level of earth surface.
NGL and GL:- The level of the ground before any excavation or filling has been carried out is referred to as the ‘natural ground level’ (NGL), whereas ‘finished ground level’ (GL) is when it has been ‘finished’ with paving stones, asphalt, landscaped grass, and so on.

Minimum height of plinth beam is kept about 1 feet (300mm) high from ground level for residential and commercial building. it all depends on elevated and down surface of Mother Earth.
Plinth beam height from footing:- generally excavated Trench is about 5 feet deep below ground level for residential building with good soil bearing capacity and footing is 1 to 1.5 feet height, so footing height upto top of ground level is 5-1.5=3.5feet high. And plinth beam height above natural ground level is about 1.5 feet, plinth beam height from footing = 3.5+1.5=5feet, so plinth beam height from footing is kept around 5 feet (1500mm).
